Job Description

This is a non-merit position. Candidates must follow the instructions in the "To Apply" section. Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.

Attorney 1

The Iowa Public Information Board was created to provide a free, efficient way for Iowans to receive information and resolve complaints related to chapters 21 and 22, Iowa’s open meetings and public records laws. The mission of the agency is to further state and local government transparency and foster informed citizen participation through education, training, dispute resolution, and enforcement activities concerning Iowa Code Chapters 21 and 22, Iowa’s open meeting and public records laws.


The IPIB is seeking an attorney with experience and comfort in investigation of legal issues and complaints as well as providing education and support to the public, the media, and government bodies. The IPIB is a small agency, so the ideal candidate will have exceptional communication and writing skills and thrive on playing an active role in the success of the agency’s mission.


Typical duties will include, but are not limited to:

  • Investigate potential violations of Chapter 21 or 22 and conduct legal analysis and interpretation of issues under IPIB statutory authority in the absence of clearly applicable precedents.
  • Provide recommendations for disposition of complaints or on behalf of the Board in administrative or judicial proceedings.
  • Draft advisory opinions and declaratory orders to answer specific statutory interpretations as requested and required under IPIB statutory authority.
  • Represent the Iowa Public Information Board, as an advocate for transparency in government to the legislature, the general public, and organizations subject to chapters 21 or 22.
  • Assists in the development and implementation of training opportunities and materials and creating ongoing communications for lawful custodians of public records, officers and employees of governmental bodies and other persons or groups impacted by, or working with, chapters 21, 22, or 23.
  • Conducts trainings to government bodies and the public across the State of Iowa in response to IPIB's statutory Complaint resolution process and IPIB statutory mission as a statewide resource on Iowa's Sunshine laws.

Minimum Qualification Requirements

Applicants must have graduated from an accredited school of law to qualify for positions in this job classification.

Additional Qualification Requirements

Within a period of time after hire, as determined by the appointing authority, employees in this class may be required to be admitted to Iowa State Bar if required at the time of appointment.
